Gary's the strongest trainer Clover's faced so far, so in her mind, she compares everyone to him. And she didn't ask if Brock was stronger than Cotton, because that's obviously not possible.

I was looping Senka's cover of BadBye while drawing this and finally realized that the title's like "goodbye", except "bad" instead of "good". It was an amazing moment of clarity.
